Technology had been chosen site by site. Workstations, switching, wireless, connectivity, and printers differed across locations, making deployment and support harder to coordinate.

Delivery constraint: New equipment had to work with the existing environment and remain manageable after installation. A standard had to cover both deployment and later replacement.
